Utilities Consumer Action Network--UCAN UCAN is a San Diego-based non-profit organization that advocates on behalf of energy consumers. Their website contains a few items about utility undergrounding.
City of Manhattan Beach Utility Underground Project Website This site documents the Manhattan Beach Undergrounding Project. Utility switches and transformers were put underground in some places, but with vent pipes that stick out of the ground. You can see photos on the website.
